test: add test for SERVER_ROOT_PATH scenario in getUiConfig

Browse source 
Verifies that when window.location.pathname is /litellm/ui/dashboard,
getUiConfig correctly derives the base path as /litellm and fetches
from /litellm/.well-known/litellm-ui-config (the exact bug this PR
fixes).
