fix(model_prices): verify Nebius and EmpirioLabs model metadata

Verify canonical EmpirioLabs rows from #49695 against published model pages, preserving pricing tiers and excluding unverified variants and specialty billing. Add Nebius models and cached-input prices from the official catalog and correct the Voyage legacy input limit.
