fix(openai): include 'user' in base_params for all OpenAI-compatible endpoints

The 'user' field is part of the OpenAI Chat Completions API spec and was
previously only added to supported_openai_params when the model was in a
hardcoded whitelist (open_ai_chat_completion_models).

This caused the 'user' parameter to be silently dropped for custom
OpenAI-compatible endpoints (e.g., openai/my-custom-model) because
those model names are not in the whitelist.

Azure AI has its own provider class with its own get_supported_openai_params
that already includes 'user', so this change does not affect Azure.
