fix(tests): update budget enforcement tests to reflect new behavior in get_end_user_object

Since the budget enforcement is relocated from get_end_user_object inside auth_checks.py to  is_end_user_within_budget inside max_budget_limiter.py, both test cases test_get_end_user_object and test_budget_enforcement_blocks_over_budget_users are edited accordingly
