fix(ci): defensive PolicyMatchContext construction in policy engine

Add str() casting for team_alias/key_alias to prevent Pydantic validation
errors from type pollution in parallel test execution. Wrap policy engine
logic in try/except so failures don't cause 500 errors on normal requests.
