fix(tests): make audio streaming usage test robust against API errors and None usage

- Skip on any API error (not just openai-internal) — model availability varies
- Guard against None usage_obj before calling model_dump to avoid AttributeError
- Only capture chunks with non-None usage so the last assignment is the real usage
