feat: introduce gateway/backend/ui component split for the proxy

- Split the monolithic LiteLLM proxy into three independently deployable components: a gateway (LLM data plane, port 4000), a backend (management/admin API, port 4001), and a UI (Next.js static dashboard via nginx, port 3000)
- Each component reuses the existing FastAPI app from `litellm.proxy.proxy_server` and trims its route table at import time via explicit path allowlists — no existing module is modified and the legacy entrypoint continues to work unchanged
- Add `gateway/routes/allowlist.py` and `backend/routes/allowlist.py` with carefully scoped path prefixes/exact sets so data-plane routes never ride the management pods and vice versa
- Extract RDS IAM URL assembly into `init_iam_db_url_from_env()` in `rds_iam_token.py`, covering both writer and optional read-replica; refactor `proxy_cli.py` to call the new helper so the logic isn't duplicated in componentized entrypoints
- Add Dockerfiles for all three components (gateway, backend, ui) using Chainguard wolfi-base + uv for Python services and nginx for the UI static export
- Add a full Helm chart (`helm/litellm/`) with per-component Deployments, Services, HPAs, a shared ServiceAccount, a Prisma migration Job (post-install/post-upgrade hook), and an optional Ingress that routes by path prefix to the correct backend
- Add a coverage test (`test_component_allowlists.py`) that asserts the union of gateway and backend allowlists covers every route on the proxy app, preventing silent 404s when routes are added to the monolith but not to an allowlist
