fix: add missing capability fields for gpt-5.4-2026-03-05

Add supports_none_reasoning_effort and supports_xhigh_reasoning_effort
to gpt-5.4-2026-03-05 so _supports_factory lookups work correctly
for users pinning to the date snapshot.
