fix(router): update tag-routing test fake for get_all_deployments

Router renamed _get_all_deployments to get_all_deployments; the
TagRoutingFallbackRouter fake still used the private name, so
can_satisfy_confirmed_routing_tags saw an empty pool and fail-opened.
