## Purpose
This document closes `Phase 0R` `Packet 0R-B`.
It evaluates the remaining permissive candidate backlog after `Packet 0R-A` and records the retained implementation lanes, subordination rules, and restart sequencing.
This packet intentionally widens beyond the illustrative examples named in the restart reconciliation.
Reason:
- leaving the remaining permissive rows split across artificial mini-packets would keep the roadmap ambiguous
- the source-backed dossiers already exist for the remaining permissive rows
- closing the full permissive backlog now lets the next packet move cleanly to boundary-sensitive, restrictive, and reserve rows
