dceebd4337 add lattice files back in 
I think docker-build was failing not because those particular files
weren't there, but because the submodule wasn't being
fetched... giving that a try.

c1796ee9ca update test matrices and remove COPY lines 
COPY lines in Dockerfile were backported from 3.x where we have
package.json and yarn.lock checked in directly. In 2.x we're pulling
in lattice as a submodule and it does not have those... I think this
means that versions of dependencies aren't necessarily pinned, but
given that Q2 isn't heavily dependent on the UI this should be OK.

ddfaa65d0e backport Dockerfile and docker build command 
we got "build dependency yarn not installed" in CI when it tried to
build the release. The new Dockerfile has a separate lattice builder
which does "yarn install"

909e159aaa attempt to build release artifacts in CI (using updated Go version) 
most of this is stolen from the 3.x branch

for building the release artifacts I removed the restriction of only
master branch, so we should be able to see if it works before the PR
is merged.

123ce41840 add lmdb, Tx call stats, and prep for db/shard. 
- lmdb as a backend (lmdb.go)
   (lmdb is the fastest known transactional storage backend)
 - per Tx call statics report enabled with PILOSA_CALLSTAT=true (stattx.go)
 - framework for per-shard db (dbshard.go)
 - txfactory handles any pair under blue-green testing (txfactory.go)
 - enable CGO in Dockerfiles for lmdb

c6a293f818 Use env variables instead of flags in Dockerfile 
This allows you to override those attributes without overriding the
entire command.

5bc9c43611 Switch from glide to dep for dependency management. Fixes #732. 
This implements the new `dep` command into our build process and removes
