a7fdf95d04
Allow explicit time quantum during frame creation. 
Changes the `Index.CreateFrame()` function to use the `TimeQuantum`
field in the options. If it is blank then it is defaulted to the
time quantum of the index.

e68e006dca Replace "database not found" error response with helpful message 
This is kludgy, we may change the way the message is displayed,
or replace other raw error responses, we can revisit later.

WIP: Implement NodeState as an attribute of *Node 
NodeState is shared among nodes in the cluster (via gossip
in a gossip implementation) and cached locally in Cluster.Nodes
in order to be available to the /status endpoint.
