5bc9c43611 Switch from glide to dep for dependency management. Fixes #732. 
This implements the new `dep` command into our build process and removes
all references to Glide.

This utilizes Docker multi-stage builds to produce a minimal Docker
image. Requires Docker 17.05.0.
