chore: adds golangci config (#2174) 
* removes rewrite-rules, sets gofmt.simplify to default true

* moves go vet step before the golangci-lint step

* fixes go vet issues with test files

* updates gocognit.min-complexity to default of 30

* removes deprecated options, primarily around run.go version
