feat(cli): add --prerelease to fabro upgrade 
Widens the candidate set to include prereleases, picks max semver across
stable + prereleases. Falls back to /releases/latest if no parseable
non-draft tag is returned. Conflicts with --version. Background
auto-upgrade notice remains stable-only.
