Bryan Helmkamp d2c6b50c90 Add POST /models/{id}/test endpoint for server-mode model testing ... Enables `arc models test` to work in server mode by adding an API endpoint that sends "Say OK" (max_tokens=16, 30s timeout) to a model and reports pass/fail.
