Enables `arc models test` to work in server mode by adding an API endpoint that sends "Say OK" (max_tokens=16, 30s timeout) to a model and reports pass/fail. Dry-run mode returns synthetic "ok" status. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
