Bryan Helmkamp e776fb9bb1 Disable server feature by default in arc-cli 
CLI-only builds no longer pull in arc-api and its heavy server
dependencies (axum, tower, hyper, sqlx, arc-db, arc-types) unless
the server feature is explicitly enabled.
