Bryan Helmkamp e744467830 refactor(workflows): move conclusion into records module and preamble into handler/llm ... Relocate conclusion.rs to records/conclusion.rs behind a new records module, and move preamble.rs into handler/llm/preamble.rs where it is actually used.
