Bryan Helmkamp c374ceb391 Add indicatif-based progress UI for arc run start (non-verbose) ... Replace plain dimmed text output with cargo/BuildKit-style progress bars using indicatif MultiProgress. Shows spinners during active stages and tool calls, right-aligned timers, green/red glyphs for completion status, and stage costs. Falls back to simple eprintln for non-TTY.
