Scott Werner 8ab3c7c63c deps: move lithos-llm, pebble and Petri to main; bump quinn-proto 
Move the locked lithos-llm, pebble and Petri commits to their current
mains. lithos-llm now hands observers a single `RetryEvent` in
`Observer::on_retry` instead of five parameters, so the retry notifier
fills `RetryNotice` from the event's fields; behavior is unchanged.

Bump quinn-proto from 0.11.14 to 0.11.18, past RUSTSEC-2026-0185. It is
only in the lock through reqwest's optional http3 feature and is not
compiled.
