Bryan Helmkamp 79cd760cd9 refactor(server): dedupe tcp test helpers and drop narrative comment ... Collapses duplicated helpers in tests/it/api/tcp.rs introduced with the TLS-removal test suite (single start_tcp_server, single wait_for_health), uses ServerState::env_path() in write_test_config, and replaces the manual SystemTime-based unique-socket path with a tempdir.
