Bryan Helmkamp ac0314de2c Support [pull_request] config in cli.toml ... Allow setting pull_request.enabled in ~/.arc/cli.toml so auto-PR works when running `arc run` with a .dot file (no run.toml needed). Cascade precedence: run.toml > cli.toml > server.toml > defaults.
