Bryan Helmkamp 4f32642649 Fix CLI integration test timeout by skipping upgrade check ... The dry_run_writes_jsonl_and_live_json test was timing out at 4s because the arc() helper didn't pass --no-upgrade-check, causing every test run to await a background GitHub API call before process exit.
