fabro-api doesn't use `SandboxProvider::Exe` but was unconditionally enabling `exedev` on fabro-workflows. Cargo feature unification made the `Exe` variant exist while fabro-cli's cfg-gated match arms were inactive, causing non-exhaustive pattern errors in workspace builds.
