Hoist the SQLite backup/integrity helpers duplicated between the blob and run-history activation migrations into one shared module, drop the write-only recent-events buffer and other dead state left behind by the SQLite cutover, reuse existing helpers for projection bootstrap, sequence allocation, catalog keys, and test pool construction, and collapse the tombstone and activation-marker plumbing to single statements.
