Rename patch-cves workflow to single-word slug (patchcves) for automation testing

The automations UI snakeifies the workflow slug field (patch-cves -> patch_cves),
which then can't resolve the dashed workflow directory. Until that UI bug is
fixed (snakeify -> kebabify), rename the workflow to a single word so the slug is
invariant under snakeify/kebabify and scheduled automations can resolve it. This
lets us verify the automations flow end-to-end via the UI now.
