delibae eead431198 fix: use bundled HarfBuzz on Windows, update README 
Use platform-specific tectonic features so Windows CI builds with
bundled HarfBuzz/Graphite2 instead of requiring pkg-config.
Rewrite README with updated feature list and install instructions.
