delibae 37ca06db35 fix: remove .cargo/config.toml from git and add to .gitignore 
This file hardcodes /opt/homebrew paths (Apple Silicon only) for local
development. It should not be tracked — each developer sets up their
own local paths. Added to .gitignore to prevent re-committing.

Relates to #77 (crash on start due to dynamically linked ICU).
