Fix to Bedrock ARN validation (#2538) 
Fixes Bedrock ARN validation

Updates the Bedrock ARN regex to allow alphanumeric characters, dots, hyphens, and colons in the resource ID.

This prevents validation errors when using ARNs containing those characters.
