Roo Code 3701cb3d0e fix: Translate Azure provider strings to 14 languages 
Translates Azure AI provider UI strings from English placeholders to proper localized translations in 14 non-English locales:
- Catalan (ca), German (de), Spanish (es), French (fr)
- Hindi (hi), Indonesian (id), Italian (it), Japanese (ja)
- Korean (ko), Dutch (nl), Polish (pl), Portuguese-BR (pt-BR)
- Russian (ru), Turkish (tr), Vietnamese (vi), Chinese-TW (zh-TW)

Also fixes pre-existing lint warning in vscode-e2e global types.

Fixes review comment: untranslated Azure strings breaking localization pattern
