Roo Code 19c1b5e3ee fix: improve watsonx provider code quality 
- Remove all any types and add proper TypeScript interfaces
- Improve error handling with more specific error messages
- Add URL validation for Cloud Pak platform
- Make retry delays configurable to improve performance
- Remove unrelated privacy page formatting changes
- All tests passing (44/44)
