Roo Code 328890546c fix: correct maxOutputTokens for gemini-3-pro-preview from 65536 to 64000 
Fixes issue #9413 where the incorrect maxOutputTokens value (65536) was causing 400 INVALID_ARGUMENT errors when using gemini-3-pro-preview with custom APIs. According to official documentation, the correct value should be 64000.
