Roo Code 2c3d392db0 fix: update DeepSeek pricing to new rates effective Sept 5, 2025 
- Updated deepseek-chat pricing:
  - Input (cache miss): $0.27 -> $0.56 per million tokens
  - Output: $1.10 -> $1.68 per million tokens
  - Cache reads remain at $0.07 per million tokens

- Updated deepseek-reasoner pricing:
  - Input (cache miss): $0.55 -> $0.56 per million tokens
  - Output: $2.19 -> $1.68 per million tokens
  - Cache reads: $0.14 -> $0.07 per million tokens

Both models now have unified pricing as per the new pricing structure.
