fix: optimize changelog for Windows VSCode extension viewer

Browse source 
- Created lightweight CHANGELOG-LITE.md (8KB) without images
- Original CHANGELOG.md (136KB) with images was causing 3-4 minute freezes
- Updated build process to use lightweight version for extension packaging
- Preserves recent version history with link to full changelog on GitHub

Fixes #9501
