feat: add Codex CLI provider with local login
- Add codex-cli to provider types and schemas - Create CodexCliHandler that extends OpenAI behavior with local auth - Implement UI component with sign in/out functionality - Support same models as OpenAI but through local CLI authentication - No API key management required - uses local session tokens Implements #8049
