Keep the docs delta to the interface facts a consumer needs: the four
proposal kinds with their scenario cards and per-round caps, reminder
pinning and its lower confidence gate, the clock-driven reminder seeding
(including `resource/` notices), the new refresh step parameters, the
two-stage call budget, the `include_delivered` / `delivery_cooldown_days`
read parameters, `delivered_ids`, and the optional `proactive_feedback`
receipt contract (identity, forward-only status, both readers, reminder
exemption).
The long-form write-up of the registry lifecycle, the refine stage, and the
extended failure-mode table is deliberately left out of this branch.
