Mick Cooney f5e0ea374d refactor(r): keep packageDirs for the locality fallback only ... The packageDirs loop inside rOwningPackageDir could only matter when one package directory sits inside another package's R/ directory, and no test could observe it. NAMESPACE ownership now reads packages and NAMESPACE directories only; rFileBelongsToDiscoveredPackage adds packageDirs for the <name>/R/ locality fallback, where the same-name-copy test pins it.
