Mick Cooney 3dbf1017ce feat(r): add conservative semantic rename provider 
Plain R functions rename through the scope graph; S3, string-spelled,
S4, R6 and NAMESPACE-exported names are refused. Adds fixtures, the
rename-provider-r test and its cross-platform shard entries.
