test(publish): register rc-guard test in the cross-platform suite

Browse source 
The rc-guard regression test spawns the POSIX-only bash executable,
so per the suite's own policy it must run on the Windows/macOS matrix
rather than only the Ubuntu full suite. Register it in SPAWN_CLI.
